MOSTA FOOTBALL GROUND:  Windows added not according to plan, and structures of 9 courses built when the MEPA permit stipulates a 1.31m (5 course) limit in order not to impair the visual aspect. These ‘minor amendments’ were approved before the two-week representation period deadline and without a single public hearing.
